No! Stop! Don't tell her! That's exactly the wrong thing to do! You don't start off by telling her you like her. You "hook up", hang around her, wait for the right opportunity, see if a few people want to do something together, but ask the right people. Make sure these people include her. Then you build up the friendliness, and then wham: "We should go out".

Ok here's what you do..........listen to amoeba because he has a valid point. If you were already semi close with this girl then telling her would be the best course of action, but since you seem to hang in different circles you should get to know her first and get on good terms with her. This allows her to see the kind of person you really are, and also allows you to find out if she is actually a total bitch before you say you like her.

The best way to do it is to cowboy up and ask her out.
No gushy crap. No "I have a crush on you" and all of that. Flat out walk up to her and say "Would you like to go to out sometime?" She says yes, she says no. Either way you got your answer without a lot of beating around the bush namby-pamby bullshit.
Women LIKE confidence. They DON'T like games or mushy bullshit from someone they don't know. Getting to know her isn't a bad idea, but get to know her on the date.
Just ask her out. If she says yes you can get to know her, hang with her friends etc... if she says no, well, you haven't wasted all this time and effort playing games.

Don't be afraid of her. She's just a girl. She's got hangups and issues and all of that too. Just step up to the plate and ASK man.
The thing is if you wait too long you become a "fixture". Like a couch or something. You're just the dude who's there. And when the couch starts talking to you, it tends to not be a good thing.
What I'm saying is that if you just hang out you become part of her scenery. Dull, and just kind of there. But if you just walk up, introduce yourself and POLITELY ask her out she'll notice you. I know it's hard man, it's frightening and scary and really intimidating. She might say "NO".
But you know what sucks more than "NO"? Setting up some elaborate plan to be her pal, waiting, watching her and KNOWING how you feel and then some other dude walks up and asks her out. Trust me, I know this one from experience.
Walking up and asking you've got a 50/50 shot. Setting up a plan and waiting you've got a 1/10 shot. Personally, I'd take the better odds.
